SITE MANAGEMENT
Construction Site Supervisors and Site Managers for European Projects
You have won work on the continent. We place an experienced construction site supervisor or site manager on the ground — legally, quickly, and without you opening an office in another country. Our people have coordinated works on hyperscale data centers and on two of the largest bridges built in Europe in the last decade.

Why an Experienced Construction Site Supervisor Is So Hard to Find
There is no shortage of people who can put steel together. There is a serious shortage of people who can run a site where getting it wrong is expensive.
A supervisor who has managed a small portal frame that went up in three weeks is not the same person as one who has coordinated works inside a live data center campus, or on a bridge deck with a rail interface and a fixed possession window. The programme is longer, the client’s inspection regime is harder, the documentation is unforgiving, and the cost of a badly sequenced week runs into tens of thousands.
Contractors in the UK, Ireland and across Europe are hitting the same wall. The pool of supervisors with real experience on complex, critical projects is small, it is ageing, and it is almost entirely committed. Meanwhile the pipeline of data center and industrial work that demands exactly those people keeps growing.
Then add the second problem. Even when you find the right construction site supervisor, getting him onto a site in another country — legally, with the right documentation, housed and mobilized — is its own project.
We solve both.
CROSS-BORDER MOBILIZATION
Site Management Services That Cross Borders
Finding the right construction site supervisor is half the job. Getting him legally onto a site in another country — with the right registrations, the right social security documentation, and somewhere to sleep on Monday night — is the other half. Metal KLS is an EU company with our own logistics. Moving our people between European sites is what we do every week.
For UK Contractors Working in Europe
Since Brexit, moving your own supervisory staff from the UK onto an EU site is no longer a simple posting. British nationals are third-country nationals in the EU, and each member state applies its own immigration and work authorisation rules on top of the Schengen day limits. What used to be a phone call is now a permit application with a lead time.
Our managers are EU nationals working for an EU company. They mobilize to Denmark, Germany, the Netherlands, France or Sweden under EU posting rules — a notification and an A1, not a visa queue. On your site in weeks, not months.
If you are running continental work from London, Belfast, Glasgow or Manchester, this is usually the fastest route to a competent supervisor on the ground.
For Irish Contractors
Ireland is still in the EU, so mobility is not your obstacle. Availability is.
The Irish market has a small pool of supervisors with real experience on large, technically demanding projects — and the ones who have it are working. Asking them to relocate to a site in Benelux or the Nordics for the length of a build narrows that pool further still. As data center and industrial work moves onto the continent, Irish contractors are increasingly chasing projects without the supervisory bench to staff them.
We supply that bench, already resident in Europe and already used to working away from home.
For Contractors Based in the EU
Benelux, Nordic and DACH contractors come to us with the same two problems in a different order: the supervisors with heavy data center or infrastructure experience are booked, and the ones available will not travel.
Our managers travel as standard. We handle posting notifications, A1 certificates, country registration, travel and accommodation as part of the engagement, in every country we operate in. You get a supervisor on site without your HR department opening a file.
Two Ways to Use Our Site Supervision Services
Whether you need a construction site supervisor to run the works from day one or to land a project that has stalled, the engagement is the same person — pointed at a different problem.
PHASE 1 : Execution Management
Running the Works
We put a site manager or supervisor on your project from mobilization and keep him there until the works are complete.
This is for you if: you have won a project in a country where you have no permanent site presence, or your own managers are committed elsewhere.
- Plans and sequences the works against your programme — lift sequences, crane and access planning, material call-off
- Coordinates crews, subcontractors and the interface with other trades
- Prepares and enforces method statements, RAMS, lift plans and permits to work
- Runs daily briefings, toolbox talks and LMRA/TRA before high-risk activities
- Tracks progress against baseline and reports weekly — quantities erected, hours consumed, variance, look-ahead
- Manages the inspection and test plan: hold points, witness points, NDT call-offs, dimensional survey
- Records and escalates variations, delays and site instructions in writing, so your commercial team is never surprised
- Keeps quality and safety documentation current and audit-ready from day one
PHASE 2 : Handover & Close-Out
Landing the Project
We take over a project that is built but not finished, and drive it through inspection, snagging and formal acceptance.
This is for you if: the structure is up, the crews have gone home, and the project still is not signed off — or you want a specialist running close-out while your team starts the next job.
- Walks down the works and produces a structured punch list, with owner and target date against every item
- Coordinates remedial crews and closes the list item by item, with photographic evidence
- Assembles the execution documentation dossier — as-builts, weld maps, WPS/WPQR, NDT reports, bolt tightening records, material certificates, coating records
- Prepares the EN 1090-2 execution documentation and supports the declaration of performance where applicable
- Runs client and third-party inspection walkdowns and manages the response to every observation raised
- Compiles the final geometric survey and dimensional tolerance report
- Manages formal acceptance through to signature, and supports the defects liability period afterwards
Construction Site Management in Europe — Where Our People Have Worked
Data Centers. Road and Rail Bridges. Industrial Sites. These are environments where coordination failures are expensive and safety standards are absolute. Our supervisory staff have worked on all of them.
Data Centers Across Europe
Our supervisors have coordinated steel and envelope works on multiple data center projects in Germany, the Netherlands and beyond — strict permit-to-work regimes, phased access, live-adjacent working, zero tolerance for uncontrolled activity.
The New Storstrøm Bridge, Denmark
A 4 km combined road and rail crossing, and one of the largest infrastructure projects delivered in Denmark in recent years. Our teams and supervisors worked across multiple phases, including critical temporary structures used in the building of the concrete structures.
Brăila Bridge, Romania
A suspension bridge over the Danube with a main span of 1,120 metres — the longest suspension bridge in Romania and among the largest in the European Union.
WHAT YOU GET EVERY WEEK
You Will Always Know Where Your Project Stands
A manager on site is only useful if the office can see what he sees. Every engagement includes, as standard:
- Weekly progress report — quantities completed, hours consumed, progress against baseline, two-week look-ahead
- Photographic site record — dated, indexed, continuously available to you
- Written escalation log — delays, variations, access problems and site instructions, recorded the day they occur
- Direct line to your PM — your project manager speaks to our site manager, not to an account handler
CERTIFICATIONS AND COMPLIANCE
Certified, Compliant, and Legal to Work in Your Country
Every manager we place is VCA/SCC certified. We handle A1 certificates, posted-worker notifications and country-specific registration before mobilization, and we carry the insurance cover your contract requires. You receive the compliance file before he sets foot on your site — not after your first audit.

FAQ sECTION
Questions Procurement Teams Usually Ask
We're a UK contractor with a project in the EU. Can you get someone on site quickly?
Yes, and this is one of the main reasons UK contractors come to us. Our managers are EU nationals working for an EU company, so they mobilize under EU posting rules rather than through a third-country work authorisation process. Tell us the country and the start date and we will tell you honestly what is achievable.
Are you a construction supervision company or a staffing agency?
A construction supervision company. We are a steel construction contractor that also places its own supervisory staff — every construction site supervisor we send has come up through our own projects, and we can put crews behind him if you want the whole package. That is a different proposition from a CV broker.
How quickly can a site manager be on site?
For most European locations, within typically four to six weeks from confirmation. Mobilization to Nordic and Benelux sites is routine for us; we run our own logistics rather than depending on third parties.
Who will he be reporting to?
You (the customer). He works inside your chain of command and follows your project management structure. He reports separately to Metal KLS on safety, quality and welfare, and we intervene only if something on site needs our support.
What if the manager is not the right fit?
Tell us and we replace him. If a construction site supervisor is not working out on your project, we would rather change the person in week two than have you carry a mismatch for the length of a build.
Do your managers have data center experience specifically?
Several do. Our supervisors have worked on multiple data center projects across Germany, the Netherlands and elsewhere. If that is your project type, say so in your enquiry and we will shortlist accordingly.
What languages do your managers speak?
Romanian and English as standard. Depending on the assignment we can provide managers working in German, French, or Hungarian. Tell us the site language and we will do our best to match it.
Can you also supply the crews he manages?
Yes. Many clients take a manager together with our steel erectors, panel fitters or welders, which removes the coordination interface entirely. See Site Support and Steel Structure Erection.
What contract models do you work with?
Hourly, daily or monthly rates for a manager placed with your team.
What is the minimum engagement?
We prefer engagements of 8 weeks or longer, because a manager needs to understand a site before he can improve it. Shorter assignments — an audit, a punch-list walkdown, an acceptance inspection — we handle case by case.
Which countries do you work in?
We currently have teams and managers active in Germany, Denmark, Sweden, France, Belgium, the Netherlands, Luxembourg, Romania and Hungary. If your project is elsewhere in Europe, ask us.
Do you take responsibility for the works, or only for supervision?
Placement of a site manager is a supervisory service — responsibility for the works remains with you as the contractor. Where you want us to carry delivery responsibility for a defined package, we can discuss that as a separate arrangement.
